In order to send a satellite onto another planet, you need the right level of defence factory needed to unblock it on the receiving colony. (otherwise the receiving planet can't control it)
Ex: for an ions satellite, you need the defence factory to be level 9 on the receiving planet.
To transfer, simply go into "Space portal" => "transfer to a planet"
